Viewsonic monitor problem

So, I'm kinda shy, and I needed help, my monitor, it's a viewsonic one that uses AV like connections, makes a weird hiss and the view is kinda gliding left(all the connections are seated tightly), and it takes 2:40 seconds usually to start up, is it dieing?

Could be so, but also could be GPU or cable. If you monitor is this one https://www.viewsonic.com/mm/products/archive/VX2235wm.php
then you might want to see if you can use the DVI-D as it might not be plagued by 'sliding' in the same way as a D-sub analog connection.
Slow start up does sound like a weak capacitor on the power board - which is not repairable.
I have had good luck with used hp/compaq LA2206x - the 'x' stands for LED which might last longer with less power used. With careful shopping, you should find a strong vendor willing to sell for less than $50 including shipping.
